2024 Property Repair/Enhancement Program (TID) Application

HOMEOWNER REPAIR/ENHANCEMENT PROGRAM
This program is made possible to you by the City of Racine Common Council through Resolution No. 1082-19 on September 30, 2019. Homeowners who reside within the TID boundaries are eligible for funding.

The criteria below are required to qualify for a TID grant with the CDA: 
  • Be an owner-occupant of a single-family or duplex within the boundaries of a neighborhood TID.
  • Your mortgage payment(s), property taxes, and municipal utilities must be current.
  • Provide proof of current homeowner’s insurance.
  • The property is not in litigation, condemnation, receivership, active bankruptcy or have been in bankruptcy the last four years, or foreclosure.
  • Homeowners must contribute a portion of the total project cost as determined in the scope of work.
  • Must select a fully licensed and insured contractor.
  • All work must be complete in accordance with the applicable City of Racine building, zoning, and other regulations.
 
Homeowners may NOT:
  • Make deposits or proceed with any work prior to signing a Neighborhood TID contract. 
  • Own the property under a land contract.
  • Act as their own contractor.

HOMEOWNER REPAIR PROGRAM – GRANT DETAILS


Eligible Expenses
Funds must first address property maintenance issues that would qualify as building or health code orders by the City of Racine. Costs unrelated to the correction of an actual or potential order, as determined by the City of Racine, are not eligible through this program.
 
Funding may be used to correct exterior or interior code violations, examples include:
Exterior Code Violations
  • Roof - defective shingles, sheathing, parapet wall caps
  • Windows - defective, broken, missing, boarded
  • Doors - defective, broken, missing, boarded
  • Foundations - defective and/or missing brick, block, mortar
  • Fences- repair/replace defective/structurally unsound
Interior Code Violations
  • Electrical - all units shall have electric service with outlets and fixtures maintained in a safe working condition
  • Functioning heating system - maintain the temperature at a minimum of 68 degrees
  • Effective plumbing system - proper plumbing to sink(s), toilet(s), bathtub/shower(s) that are secure and free of leaks, hot/cold running water, and proper sanitary sewer disposal
  • Walls/ceilings damaged by moisture/water

Owner Contribution 
Approved applicants are required to contribute a minimum of 10% of the total project cost as determined by the City in the scope of work. The remaining project costs must be covered by the homeowner.

HOMEOWNER ENHANCEMENT PROGRAM – GRANT DETAILS

Eligible Expenses
This product is designed to help homeowners improve their property and increase its value. All eligible expenses must relate to activities that will increase the assessed value of the property in question based on the sole opinion of the City Assessor.

Funds may be awarded for the following types of projects:
  • Adding square footage to existing housing structures
  • Constructing secondary structures (garages, sheds, or fences)
  • Remodeling kitchens, bathrooms, or other interior areas; except the basement or attic
  • Flooring - including hardwood floors, tiles, and carpeting

Applicants with any outstanding City Building or Health Code violations on the subject property are not eligible for the ENHANCEMENT program.

Owner Contribution 
Homeowners would be eligible for a grant award of up to 50% of eligible project costs for approved projects as determined through the scope of work or $10,000, whichever is less, while the homeowner must cover the remaining eligible project costs.
 
IMPORTANT: ANY WORK THAT BEGAN PRIOR TO A FULLY SIGNED AGREEMENT IS NOT ELIGIBLE FOR GRANT FUNDS.

Applications will be processed on a first-come-first-served basis and properties that have not previously received a grant will get priority.

Important Information:
  • Applications will not be processed until all enclosures have been received.
  • Any work that began prior to a fully signed agreement is not eligible for grant funds.
  • All contractors who provide work to your project will be paid directly by the city.
  • Do not pay the contractor unless instructed to do so.
 
By participating in this program, the homeowner authorizes the City of Racine to put signage in the project property's front yard during the project term. In addition, the homeowner agrees to permit staff of the City Assessor to re-assess the interior and exterior of the property following completion.

Staff will preform an inspection of the property and complete this step once the inspection has been completed.

Contractor Selection

Applicant to submit information on their selected contractor.

Email Contractor Notification

Staff will add the contractor to the process workflow to complete their verification.

Contractor Verification

The contractor will need to prove their business is in compliance with state and local law.

CDA Approval

The Community Development Authority will need to approve the application.  This step may take two weeks to a month to complete as the CDA must meet and review your application.

Contractor Staff Approval

Staff is confirming that your chosen contractor has provided the correct information and all required documents have been received.

Contract Completion

City staff is working on your contract and processing the proper paperwork.

Final Documents

​City staff is gathering all of the final paperwork for proof that funds can be sent.
